One-Day Workshop on: Energy Efficient Building and Carbon Finance in Cold Regions of Asia

Worldwide 30-40% of all primary energy is used in buildings with the residential sector accounting for the major part. It represents 20-25% of CO2 emissions. But despite this fact, only a very limited number of Energy Efficiency projects in public and residential buildings have been realised under the Clean Development Mechanism (CDM) so far. In the cold regions of Asia where winter temperatures can easily drop below -30°C, the need for heating is huge and so the potential to reduce energy consumption by means of passive solar and insulation techniques. Moreover even though not mentioned explicitly in the Millennium Development Goals (MDGs), having decent warm houses should be regarded as being fundamental for achieving most of them.

Being part of the Seminar 'Energy & Climate Change in Cold Regions of Asia' held in Ladakh, India, from 21 to 24 April 2009, this one-day workshop focuses on analysing the needs and the existing barriers to be overcome in order to promote Energy Efficiency projects for public and residential buildings in rural and urban areas of cold regions of Asia. Its scope is to bring different stakeholders together in order to link ground reality experience with the global issues of methodologies and CDM. The workshop has been thought as a working session with presentations and discussions covering the 3 following topics:

 

  • Experiences in housing-related Energy Efficiency projects and Carbon Finance in cold areas of Asia

    Several large scale projects on energy-efficient building have been implemented with carbon finance co-financing. Several case studies will be presented on methodology, success, difficulties and lessons learnt on Project Design Document development, CO2 emission reduction monitoring, CDM registration, voluntary market approach, etc. It will cover domestic and urban contexts, domestic and urban building, biomass and fossil combustible.

     

  • Methodologies for Energy Efficiency projects in buildings (CDM, GS)

    By the end of 2008, only a handful of Energy Efficiency projects in buildings have been registered under CDM. The reason for this can be found both in generic features of the building sector as well as in design features of CDM. Analysing existing barriers and identifying possibilities on how to overcome them should provide the basis for a new methodology that is not only conservative but also practical and easy to implement. Noting that worldwide 2.6 billions of people depend on biomass as fuel for cooking and heating while still living under situations that do not satisfy basic human needs, such a new methodology should also be discussed in the context of suppressed demand.

     

  • Setting up a Community of Practice and preparing a Side Event at COP 15 in Copenhagen

    By establishing a Community of Practice, experience and information sharing of Energy Efficiency Projects for buildings can be ensured in the long term. As a platform to present existing initiatives from Asia, to push forward energy efficiency in buildings and to discuss current potentials and limitations of the carbon market as a financing instrument, it is planned to organise a Side Event at COP 15 in Copenhagen.
